Board Meeting Minutes

April 18, 2017


The board for the Town of Hammond held their regular monthly meeting on Tuesday, April 18, 2017, at the Hammond Town Hall at 1816 County Road E.


Chairman Hueg called the Town of Hammond Board meeting to order at 7:45 pm.


The agenda was approved; motion by Anderson/Aune second.


The bills and payments were approved; motion by Wynveen/Anderson second.


Minutes from March 13, 2017 regular meeting were approved motion by Aune/Miller second.


Treasures report was approved: motion by Anderson/Wynveen second.

Recycle Report: All good.  All the signs have been changed to reflect the time change on Saturdays for the summer as well as the Wednesdays evenings.


Planning Commission; Meeting was held on April 3. 2017. Everyone was present.

The commission met with Ed Forliti concerning the Re- Platt of the Rolling Hills Farms site.  The entire meeting was spent on this subject, no other items were discussed.

Then next planning commission meeting will be May 1, 2017.


Ed Forliti and Thyme Properties LLC (Tom Schuette) were in attendance to present a site plan for Rolling Hills Farms sub-division.  There was much discussion on this topic;

            Currently can’t sell the lots, to small

            Current Residents would receive – larger lots, re-perk, drain fields, many questions and concerns

            140 acres = 77 lots (2009), re-plat would be 50 lots.

Alex Backburn, St. Croix County was also in attendance and he outlined the rules and regulations for a conservation plat. County requirement is 1.5 acre with a 2 acre average.

Open space, Rolling Hills Farm Association is the current owners of the Conservation easement, with the Town of Hammond and St. Croix County.

65% open space is required, 35% lots .5 acre

Restrictions, sub-divisions, any amendments cannot compromise the easement, can be transferred but must stay within guidelines.

The Board asked Forliti and Thyme Properties to meet with the current residents and work with them to come up with a compromise that works for all of the parties before going to the county and the next planning meeting on May 1.


Crack-fill the Town Hall parking lot – Paul will take with the county.

Roads: Paul will mark roads on map for pothole fixes.  There are 2 stop signs that have been shot at, Murtha will take pictures and get new signs.


Chairman: Paul received another call about the gravel in the cul-de-sac at 97th Ave., 160th and100th; the gravel is within the 2 foot roadway easement and is a non-issue.


Next meeting scheduled for Monday, May 8, 2017.

Being no other business the meeting was adjourned, motion by Anderson/Aune second.
